The park was founded in 1856 — it is the oldest park in the city. It appeared just two years after the establishment of the Verny Fortress (1854), and was originally called the “Kazёнny Sad” (State Garden). It was laid out by the scientist-horticulturist G. Krishtopenko in the floodplain of the Malaya Almatinka River specifically as a place of recreation for officers of the Verny garrison.
